Lipo can work when all else fails. But if you recountour your chest with lipo and later on loose an appreciable amount of body fat (diet, illness, etc.) you may have some unevenness in the contour of your pecs. This can be corrected by adding back in a little fat if needed - so it's not a big deal.
Also, go to a doc who knows his stuff about male chest lipo and contouring. A lot of docs will over lipo and the guy winds up looking like a chick-chest. Not pretty. If the doc has done fewer than 20 or 30 of these procedures ON MEN (women don't count because of the tissue differences) they are NOT someone you want working on you!
The fee for this kind of surgery runs between $2000 and $3000 depending on where the doc is (the coasts are usually more expensive) and how well known he or she is. The big "name" docs won't usually even bother and will refer you to someone else. So DO NOT expect to get Garth Fisher to do it at any price! Or Aston in NYC. Or any of the other very costly and very famous crop of big name physicians. They'd rather be using the hours in the OR doing a full facelift which they get $50k for than working on your chest.
If you're in a large metro area, there are usually gay newspapers and magazines that cary advertising aimed at the Gay community. The docs who advertise there are generaly quite used to working on men. It's one quick way to get a doc who is accomplished at working on the male body and/or face.
