HGH is a naturally occurring hormone present in every human body. In that context, any human in the process of growing and maturing is "getting" HGH every year.

HGH is most active during sleep, if I remember correctly, which is why it is important that children get enough rest, and is also responsible for what most people see as laziness, in teens during their huge growth spurts.
