Do you need laser skin resurfacing?

Do you need laser skin resurfacing or are you happy with your skin the way it is?

I have always had these little bumps on my upper arms and legs. Would this procedure smooth these out?

I would like to have it for the simple reason that I believe that I have sun damage. I also have a couple little brown freckle like spots (but aren't freckles) that I would like to see gone.
